BCCI’s finance committee had no powers – Times of India

NEW DELHI: What kind of powers did the BCCI‘s Finance Committee have? A look at the last three years’ agenda, a copy of which is in ToI’s possession, of the committee shows that it practically had no scope or role in deciding the budget of the Indian cricket. Therefore, the ‘storm’ at the Finance Committee meeting this week seems to be a strategy to put the Committee of Administrators (CoA) in poor light.

The only thing that the Finance Committee did was to grant, to approve and to note. It proves that it was always the office-bearers who took the policy decision and not the Finance Committee members. Hence, last week’s meeting failing to decide 38 point-agenda isn’t due to lack of clarity of roles from CoA, BCCI sources told ToI.

All financial decision of BCCI – players’ payment to settling dues with IPL franchisee and deciding the travel policies – all were decided by the board mandarins and the finance committee acted as a rubber stamp.

“All the accusations that the CoA isn’t allowing them to work isn’t true. The CoA has never stopped any committee from working,” a BCCI source told ToI on Sunday.

Now it is emerging that CoA will take all those decisions pertaining to cricket affairs after the finance committee failed to approve the 38-point agenda. “All the major decision of BCCI management will have to be taken simultaneously by CoA along with governance bit. The entire BCCI is waiting for Court to give a decisive hearing on the matter,” the source added.

The pending approvals…

Approve the draft audited accounts of the BCCI for the accounting year 2016-17 along with the notes on the accounts and to recommend the accounts for the approval of the Working Committee.

Decide the budget for the Financial Year 2017-18.

Decide the position of advances paid to associations against amount due to associations falling due after the annual general meeting of the BCCI.

Decide the position of Infrastructure Subsidy paid to associations.

Decide the medical expenses incurred for the present and past players during the period from the last Finance Committee meeting till date.

Sort out Men / Women players’ contracts (Increase in Retainership/Match Fees/Tour Fees).

Decide the premature liquidation of Fixed Deposits.

Decide on the expenses incurred on promotion of Test Cricket and the recovery Rs.30 lakhs from SCAs who hosted Test Matches.

Decide the GST implementation with regard to the BCCI.

Decide the Purchase and registration of NCA land.

Decide the Kochi Franchise matter.

How to distribute money received for the ICC Test ranking award as well as the BCCI cash reward. Also to take note of Cash amount paid to differently-abled players.

Decide on Team Rajasthan.

To increased compensation for domestic players / players remuneration structure.
